The government established the Diaozhuang base and called on the farmers in Xiji to emigrate and relocate. However, the desert conditions of flying sand and rocks were too difficult, and the relocated villagers walked halfway the next day. The cadres in Fujian encouraged and promoted the export of labor services in Ningxia, and actively created conditions for the villagers to go to Fujian to work. Poverty alleviation policies have blossomed in all directions, and Minning Town has begun to take shape. Zhang Shucheng took the post of Secretary of the Party Committee of Minning Town. While continuing the three-level water lift project, he strengthened labor export and investment promotion. Minning Town’s old appearance was changed with a new look, and more and more villagers took the initiative to sign up for relocation. Time flies, Minning Town is getting better and better. This land was given new life.
